Conditional clearance
According to the new FAA rules, can a conditional clearance be issued as follows:
Jet 1234 report MD-82 on short final rwy 25 in sight
Affirmative, MD-82 in sight jet 1234
Jet 1234 Behind landing MD-82 rwy 25, line up and wait behind (not sure if the second "behind" is used, it is for sure used in Europe)
I am a pilot and want to be certain of the new rules. Thank you

I'm not aware of this new FAA rule for conditional clearances. I'm a Canadian Air Traffic Controller and we do not have such a rule. Does any of my American ATC friends have an answer for Michael?
