Based on what facts, is the geographical location of an ICAO reporting point decided upon ?

In other words.......What is so special about the geographical location where an ICAO reporting point is located ?


Answer: Very good question!! I have absolutely no idea :( Can any other reader here answer this question? Is it based on time and distance from the last reporting point? if so, what is the constant ICAO reporting point that all the others are determined by? Can amyone else help?
